    A solution for Greece: Stay in the Euro, but have the Drachma as well. Allow people trade within Greece in Drachma, including paying taxes. Start with 1 Drachma = 1 Euro, but let it float. Imports would have to be paid in Euros. There would need to be a central bank for Drachma that would make drachma loans available to banks at a low interest. The aim would be to increase the demand for Greek products and encourage import substitution, thus creating work and better value for tourists. The Greek government should be allowed to repay its outstanding loans in Drachma as if Drachma and the Euro had parity. This would in effect discount the loans, but if Drachmas were over supplied, causing a damaging inflation and devaluation of the Drachma, the government, receiving tax in Drachma, would not be able to buy sufficient Euros to enable it to function. The alternative internal currency would therefore have an optimal circulation where it maximised tax revenues in Euro terms. If this could be made to work, it could be extended to other Eurozone countries, until the Euro becomes the shared trading and reserve currency, but is not in normal internal use.

    There is a danger that in parts of Europe, austerity which was originally a response to an acute crisis in public finances, becomes an end in itself. Here in Britain, the Tories are signalling that a majority next May will mean just that.
