Mannerheimin luovuttua interventiosuunnitelmasta Pietariin eduskunta valitsi ensimmäiseksi presidentiksi K. J. Ståhlbergin heinäkuussa 1919. Suomalaiset jatkoivat itärajan ylittäviä ns. heimosotia. Suomen ja Neuvosto-Venäjän rauhansopimus solmittiin Tartossa lokakuussa 1920.
